Does this mean that every player with at least one follower on the completed feature gets the bonus points, whether or not they have a majority?

Does the person who completed the feature get the bonus points even if he or she does not have a follower there? And I second the question about farming. Since there is no mention of farming, I would assume at this point that these castles do not produce points for farms since they were not originally cities/towns. However, that should be clarified.
